The law requires that agencies and programs take steps to ensure that Federally-funded activities are accessible to all persons who, as a result of national origin, are not proficient or are limited in their ability to communicate in the English language (''Limited English Proficient '' persons). Limited English Proficient persons are individuals who are unable to communicate effectively in English because their primary language is not English and they have not developed fluency in the English language.
